Invitation to Tender - Rates of Pay Guidance Research

Creative Scotland is seeking an experienced researcher/consultant to undertake a piece of work relating to Creative Scotland’s Rates of Pay Guidance.

Fair Work is one of Creative Scotland’s four strategic priorities. We expect to see artists and other professionals in the arts, screen and creative industries being paid appropriately for their work and we require recipients of Creative Scotland funding to uphold the principles of Fair Work in both pay and working conditions.

However, across the sector there is a lack of consistency about what rates should be applied, when and by whom. There are also areas of practice and/or creative activity that do not have agreed union rates of pay and/or where these are not clearly laid out.

For Creative Scotland to fulfil its commitment to Fair Work it is important that we identify these anomalies and explore the actions that could be taken to achieve greater consistency across our funding programmes and decision making. The work would include a review of existing guidance, established protocols, current practices, the experience of applicants, sector bodies, unions and CS staff. We are particularly interested to understand the issues from the perspective of a diverse range of applicants/potential applicants including individuals and organisations.

We invite proposals from organisations and/or individuals who have:

• An in-depth understanding of the project requirement in the context of the arts, screen and creative industries sectors in Scotland with demonstrable knowledge and relevant experience.
• High-level skills in writing practical research papers and in-depth studies and understanding of data collation.
• Effective project management skills.
• Experience of presenting findings effectively and writing reports of findings to a publishable standard.

We except the budget for this project to be between £15,000 and £20,000 including VAT.
