Invitation to Tender. Evaluate and capture learning from the HR for Creatives: Action Research Project

Creative Scotland is seeking a research supplier to evaluate and capture the wider learning from the HR for Creatives: Action Research Project.

The HR for Creatives: Action Research Project aims to support up to 20 arts, screen and/or creative industries employers to access HR support in 2023 and 2024 to help improve people management for arts, screen and creative industries organisations and individuals, and to support them to create places of work where people thrive, and where Fair Work drives success, wellbeing and prosperity.

As researcher, you will be expected to:

  1. Monitor and evaluate participant organisations’ involvement and development as it arises from their participation in HR for Creatives
  2. Capture findings around key and shared opportunities, challenges, strengths and weaknesses in the arts, screen and creative industries on workforce recruitment and management so that other organisations (including project partners) can benefit and learn from this project.

Project participants will be recruited in parallel with this tender process so that research may proceed alongside the project delivery.

In response to the Invitation to Tender, you will be asked to submit a proposal that demonstrates your approach and suggested methodologies, which may include (but are not limited to):

  • Desk research
  • Interviews (participants and/or project delivery partners)
  • Surveys (participants and/or project delivery partners)
  • Case studies
  • Focus groups (note: peer networking sessions are planned and may provide an opportunity)
  • Creative methodologies / outputs / graphic facilitation

Your proposal should reflect on how you will approach the challenge of capturing sensitive scenarios, such as grievances, sickness or discipline, without compromising the privacy of the parties.

The successful research supplier will have quantitative and qualitative research skills as well as experience in researching workforce issues in a cultural context. An in-depth knowledge of the Scottish arts, screen and creative industries is preferred.

We expect the budget for this project to be between £18,000 to £20,000, including VAT.

The contract will commence upon acceptance of the offer until 30 November 2024 subject to the termination clauses herein. Any additional work identified during the implementation of this project that is not within this specification and time frame would be subject to agreed cost and extension of the contract.
